Stop building & deploying cvdr from Gitlab into JFrog

Currently it's working in progress for building CF deb packages from Github repos, and deploying into Artifact Registry(GCP) instead of Linaro Gitlab & JFrog repository.

As https://github.com/google/cloud-android-orchestration/pull/467 is merged, we can remove logic around cuttlefish-cvdremote in advance.
