1. Rename qca-rsrcmgr to qca-net-standby, as its compiles only net-stanby
   module, and creates a confusion with the qca-rsrcmgr modules.

2. Some updates for compiling resource-mgr correctly.

This is required, as ECM might get loaded before wifi, and in
this scenario modprobe of ecm-wifi-plugin will try to load
qca-wifi and related modules. This is an unexpected behaviour.
Hence replacing modprobe with insmod for ecm-wifi-plugin.

Module param ovs_enabled should be set to 0, by default for
qca-nss-ppe-bridge-mgr. As PPE FDB learning will be disabled
if its enabled.
