Display HAL should report drawLayerUsingCopybit failure otherwise
framework assumes HWC layers have been drawn and do not fallback
to GPU, which leads to flickers.

By setting DISABLE_SOURCES_XML we skip building sources.xml. We don't
want to build it because the generating script is flaky with our
internal manifests.

The interfaces.manifest build script fails the target directory does not exist. This ensures
