By setting DISABLE_SOURCES_XML we skip building sources.xml. We don't
want to build it because the generating script is flaky with our
internal manifests.

These libraries are fully contained within the Gecko sub-build,
yet the Android JB build system requires an export_includes file
exist at the /usual/ location regardless.

The interfaces.manifest build script fails the target directory does not exist. This ensures
the target directory exists before attempting to build it.
