Pass dockerfile and dockertag to the docker scripts in README file
So user can choose docker file and dockertag from the avaliable
Releases and supported docker files.

The download utils provide basic wrapper scripts to setup, sync
and build Qualcomm public yocto layers in Qualcomm Linux release. These
utils include following wrapper scripts

* check_config.sh script which can be used by user to check if required
basic host and git configuration is met

* sync_build script which can be used to sync, build Yocto
layers in Qualcomm Linux release

* docker_build script which can be used to create the docker image

* docker_run script which can be used to run the sync_build script
in the container

* Docker files added

Dockerfile_20.04 ( Work on 20.04 and 22.04 ubuntu versions )
Dockerfile_22.04 ( Work on 22.04.1 base onwards, 20.04 it needs >libseccomp.so.2.5.3 )
