Setting the sys.usb.controller to vendor.usb.controller is
now handled by init.qcom.usb.rc. Hence remove the same from
init.target.rc to prevent redundant rules and uninteded

This change enables building with the vendor snapshot.
This is done by setting BOARD_VNDK_VERSION := 30 which
instructs the build to use the VNDK and the vendor snapshot.

This is set only when BUILDING_WITH_VSDK is set as well.
