Get bzlmod CI working
* fix a lot of python which needs tochange
* make extension for rpmbuild
* restore macos CI to rolling
* better documentation on how to use rpmbuild.
* no docbuild with bzlmod -> stardoc problems
* disable a tar test that can not work with bzlmod
