[workaround] intel_media: force gfx resume to unblock s0ix
On resume, gfx driver needs to put a pm_qos preventing s0ix until display resume, else there are some scu hangs when changing the power state of other devices. This patch forces a fake display activity 250ms after resume to allow s0ix and improve power consumption.
