Revert "ANDROID: add OWNERS for sysfs-fs-f2fs"

This reverts commit bc6ca711. As with
the prior two patches, partner gerrit cannot see these OWNERS, so it's
causing patches to be blocked. Revert this until the gerrit team has a
proper fix in place.
