This script (qca-nss-ppe-ds.init) sets the IRQ affinity for the Rx and
Tx-complete ring interrupts.

Executed the script via "/etc/init.d/qca-nss-ppe-ds start" and
could see that IRQ affinity are programmed.

Start ECM service after wifi service.
For the parallel VAP bring up the wifi service is moved to START=25.
Move dependent component of ECM to START=26.

kmod-qca-nss-ppe-mapt is having dependency on kmod-nat46,
and it is getting enabled for enterprise profile, which
causes compilation error. This changes helps to fix
kmod-nat46 dependency if kmod-qca-nss-ppe-mapt is enabled.

SCS classifier has been added under MSCS classifier. SCS classifier
depends on emesh-sp module so adding a conditional compilation for SCS
classifier so that it will compile only when emesh-sp is present and will
not affect MSCS classifier.
