Some KGSL sysfs nodes need to be access controlled. Set proper
permissions for the same.

Currently, time_daemon is not able to send message to modem
time-services over QMI due to permission denials. The patch
takes care of the issue by adding net_raw permissions for
time_daemon service ID.

Automotive targets do not have dynamic USB cable detection
capability. So, peripheral mode is not started in recovery mode
upon cable connect.
To fix this, start peripheral mode by default on the primary
controller if ro.boot.recover_usb property is set.

So add iccid filter so that the configs are loaded only
