phy: qcom: add support for the Qualcomm Synopsys eUSB2 PHY
Add support for the new Qualcomm Synopsys eUSB2 PHY found in the
SM8550 and SM8650 SoCs.
Finally enable the driver in the Qualcomm defconfig.
