Subject: [PATCH] [PATCH] cpumask: uninline highest_possible_processor_id()

Shrinks the only caller (net/bridge/netfilter/ebtables.c) by 174 bytes.

Also, optimise highest_possible_processor_id() out of existence on
CONFIG_SMP=n.
