v1.0.0~rc3

This release resolves issues with our versioning scheme. Because
image-tools was originally part of image-spec (and was present in
1.0.0~rc2 of the spec), our versioning scheme after the split appears
like a downgrade to package managers.

The solution is simple -- do a new release called "rc3". In the
long-term, this project will be archived in favour of umoci[1] so if you
are still using this project for anything other than image validation
please migrate to umoci (and in the future, this project's image
validation code will also be moved into umoci).

This is the first proper release of image-tools, the changelog is far
too long to list in a single release document, so just check [this
